The Carlyle Group Names David Marchick Global Head of Regulatory Affairs; New Position Will Provide Government Affairs, Regulatory and Strategic Advice

Washington, DC – Global private equity firm The Carlyle Group today announced that David M. Marchick will join the firm as a Managing Director and Global Head of Regulatory Affairs. Mr. Marchick comes to Carlyle from Covington & Burling LLP, where he is a Partner advising U.S. and foreign companies on regulatory and strategic issues. Mr. Marchick will be based in Washington, DC and begin his duties on October 22, 2007.
 
In this newly created position, which reports to Carlyle’s Co-Founders, Mr. Marchick will provide government affairs, regulatory and strategic advice to Carlyle's fund managers on a global basis. He will focus on issues relating to the private equity sector globally as well as regulatory and government-related issues that arise for Carlyle portfolio companies. The latter will include assisting with issues associated with acquisitions and sales, as well as ongoing operations of portfolio companies.

At Covington & Burling, Mr. Marchick has advised U.S. and foreign companies on regulatory and strategic issues they face in the U.S. and overseas and has served as Vice-Chair of Covington’s international practice group and Co-Chair of the firm's national security practice group. He is an expert on foreign investment issues and has advised on a number of significant recent foreign acquisitions of U.S. companies, including the largest ever acquisitions of U.S. companies made by companies from China (IBM-Lenovo), Russia (Evraz-Oregon steel), Saudi Arabia (SABIC-GE Plastics) and the UAE (DAE-Landmark/Standard Aero), as well as acquisitions by BAE, BT and U.S. private equity firms. He has frequently advised on multiple aspects of acquisitions, including legal, political, congressional and regulatory issues.
 
Mr. Marchick is the co-author of the book “U.S. National Security and Foreign Direct Investment” (Institute for International Economics, May 2006), has authored numerous articles in major business and trade publications such as the Financial Times, Wall Street Journal and Far Eastern Economic Review, and frequently testifies before Congress. He has served as an expert for a number of foreign governments as they develop laws and regulations relating to foreign acquisitions. He has advised a number of U.S. and foreign companies on international trade law and policy, including World Trade Organization disputes.
 
Prior to joining Covington & Burling in 2002, Mr. Marchick worked on then-Governor Clinton’s 1992 campaign and served in four departments – the White House, USTR and Departments of State and Commerce – over seven years in the Clinton Administration. Among other positions, he served as Deputy Assistant Secretary of State and while at the White House, helped coordinate the Administration’s efforts to secure passage of NAFTA and the creation of the World Trade Organization.
 
Mr. Marchick, 41, earned his J.D. from The George Washington University Law School, his M.A. from the University of Texas and his B.A. from the University of California, San Diego. He is a member of the bar of the District of Columbia and California.
