The Carlyle Group Names Charles O. Rossotti as Senior Advisor to Focus on Information Technology and Business Services Investments

Washington, DC – Global private equity firm The Carlyle Group announced today that Charles O. Rossotti, Founder and former Chairman of American Management Systems, Inc. and former Commissioner of Internal Revenue, will join the firm as Senior Advisor on June 1, 2003, focusing on information technology-related buyout and venture investments. Mr. Rossotti will commit 50 percent of his time to Carlyle and the remainder on personal and non-profit activities. Mr. Rossotti will be based in Washington, DC.

From 1997 to 2002, Mr. Rossotti served as Commissioner of Internal Revenue, the federal agency that serves 132 million individual and 6 million business taxpayers and employs more than 100,000 people. Under his leadership, the IRS made major changes in attitudes, organization, service, enforcement strategy, and technology while still collecting $2 trillion per year in taxes. As a result of these many changes, the public’s rating of the IRS increased greatly and relationships of trust with Congress, tax professionals, and business groups were restored.


In 1970, Mr. Rossotti co-founded American Management Systems, Inc. (AMS) and for 27 years served in a variety of capacities, including President, Chief Executive Officer, and Chairman of the Board. AMS grew through his tenure, becoming a major international business systems consulting and systems integration firm with revenues of more than $1 billion. AMS clients include Fortune 500 companies and federal, state, and local government agencies in North America and Europe. In 1979, AMS was one of the first technology service firms to go public and remains an independent, publicly-owned company today.


Mr. Rossotti, 62, earned his A.B. in Economics, magna cum laude, from Georgetown University and his M.B.A, with high distinction, from Harvard Business School. In 1970 he received the Distinguished Civilian Service Medal from the Department of Defense and in 2002 he received the Alexander Hamilton Medal from the Department of Treasury.
